About ASQ

History

ASQ was founded in 1946 with the merger of 17 local quality societies. These groups were formed to share information about statistical quality control after classes on that subject were held during World War II to improve and maintain the quality of defense materials.  After government-sponsored quality courses were held in many factories, local quality-control organizations formed to share quality-control knowledge. These are the groups that formed the foundation of ASQ.  In its early years, the organization had few financial resources and was supported by the employers of its first elected officers. Eventually, ASQ gained financial stability, and its administrative and publishing functions were consolidated in Milwaukee in 1956.

ASQ is the leading quality improvement organization in the United States, with more than 120,000 individual and 1,000 sustaining members worldwide. Membership is open to anyone interested in quality.  A not-for-profit professional association headquartered in Milwaukee, WI (tour headquarters), ASQ carries out a variety of professional, educational, and informational programs. ASQ's vision is to be the world's recognized champion and leading authority on all issues related to quality.

ASQ is governed by an elected board of directors. Members belong to one of ASQ's 247 local sections, and may join any of ASQ's 22 divisions and four interest groups; these groups all have their own chairs and other leadership positions. Board, section, division, and interest groups positions are held by member volunteers.  ASQ's staff of approximately 200 carries out various programs according to the directives of ASQ's strategic plan, which is developed by the Strategic Planning Committee.

Most of the quality methods now used throughout the world--including statistical process control, quality cost measurement and control, total quality management, failure analysis, and zero defects--were initiated by ASQ members.

Mission

ASQ's mission is to facilitate continuous improvement and increased customer satisfaction by identifying, communicating, and promoting the use of quality principles, concepts, and technology; and thereby be recognized throughout the world as the leading authority on and champion for quality.

Structure

ASQ headquarters consists of approximately 200 staff members (~35 phone operators) that report to an Executive Director.  The Executive Director reports to the President who is a volunteer.  The President has a cabinet of volunteer officers that often move up into the President position.  The cabinet consists of hand selected individuals.

About Our Section

Download Our Fact Sheet Here (MS Word 110kb)

Our section (703) was formed January 1, 1952 by a group of aerospace workers and other quality professionals sponsored by General Dynamics in Kearny Mesa.  We follow our section 703 by-laws as well as a section management plan.  Our finances are audited every three months.  We only have four elected executive officers in our executive board but many other appointed officer positions as you can see on our contacts page.  We follow the ASQ code of ethics.

We have lots of meetings.  We meet once per month during regular meetings and once per month during officer meetings.  We meet about 8-10 times per year during workshops.  We also have many other periodic planning meetings.

Recently measured progress as follows:

  • During our 2002-2003 fiscal year as one can see from our management review plan below, approximately 80% of our section’s goals were met.

    • Some highlights for the year include:  • Membership of section 703 was kept relatively stable at 97% of last year.  • Section’s Fund Balance increased by 33 percent. • We attracted better speakers for section meetings resulting in a 5% increase in meeting attendance. • Attracted more sponsors. Revenues from sponsors increased 27% from $2,600 to $ 3,300. • Web traffic is up more than 400%. People all over the world visit our virtual library frequently. • An improved relationship has been established with other local sections, 708 and 713.  • Surveys indicate the quality and educational effectiveness of the section’s workshops improved significantly.

    • We were unable to achieve some of the goals we set for ourselves. In hindsight, reasons for this include:  • We were unable to measure the exam-passing rate for the whole fiscal year due to a lag in reports from HQ.  • Due to a very low response rate we were unable to accurately quantify membership satisfaction levels.

    • Management review plan as follows:
