"The
power of statistical thinking" (Joint Meeting with Deming Group)

Phil
Monroe will present a program centering on “Performance Measurement in
Quality Companies.” He will
present the rules and tools that he has found most effective in providing
information for important decisions.
His presentation will include many examples of appropriate, and non
appropriate use of data in organizations.

Phil
Monroe has over thirty years experience as an Officer in the U.S. Navy
where he served principally in engineering, logistics, and direct fleet
support areas. He was twice
selected to serve as Commanding Officer.
During his Command tour at the Naval Air Rework Facility, North
Island, he introduced the Deming management theory to an organization with
5,000 personnel with an annual budget of over $400 million dollars.
his
effort was recognized by Mary Walton in her book, “Deming at Work” as
she describes the introduction of Dr. Deming’s theory in the U.S. Navy.
Since
leaving the Navy, Phil has consulted with major companies, developing
their Quality Improvement and Performance Measurement implementation
strategy. He has a unique
talent that helps organizations link their strategic plans to a meaningful
measurement strategy. He also
is extensively used to facilitate improvement teams as they work on
critical and complex issues.
Phil
has lectured extensively on Dr. Deming’s Theory of Management and
presented seminars throughout the United States.
His lectures are lively and informative, containing numerous
examples from diverse applications. His
friendly style and “How to” approach clarify key points to promote
learning.
Mr.
Monroe’s degrees include a BA (Mathematics) from Cornell University and
an Engineers Degree in Aeronautical Engineering (AeE) from the Naval
Postgraduate School. Hi is
currently serving as a member of the Coronado City Council.

May
starts off with a Cinco de Mayo, and then there is Mothers Day festivities
followed by Memorial Day! All these dates are commemorated for the
selfless acts of key individuals in our lives! Whether it was the defeat
of a superior French Army by a Mexican peasant militia, your mother giving
birth and raising you to the wonderful person you are or the sacrifices of
great American patriots for our freedom, we have plenty to be grateful
for. It is a month full of celebration, joy, reflection, and opportunity!
As
such, I want to encourage you to check out the excellent education

It is sure to be an excellent Workshop full of great information
Speaking
of which, the 3-Hour Workshop held on Wednesday April 24th entitled “ISO
9001:2000 Transition” was a smashing success!!
Diane
Geldreich, Bob Hicks and Terry Hughes, “Team Kyocera Wireless”, gave
an illuminating and informative presentation on converting their ISO
9001:1994 Quality program to ISO 9001:2000. The challenges were
significant, combining 3 different companies, Qualcomm, Sony and Kyocera
Wireless with their attendant Quality Systems into a single integrated
company and Quality System. Our attendees were given benefit of years of
combined experiences and their case study revealed that it is easier to
“Cut the Gordians Knot” ala Alexander the Great and start from scratch
than it is to try to cut and paste old policies and procedures. This
action alone reduced their documentation from over 4000 documents to about
500. Another proven method to avoid pitfalls and overcome challenges
common with ISO conversions is the adoption of the 8 Quality Principles
essential to a successful ISO program. These are:
-
A
Customer Focus – their needs and expectations.
-
Leadership
- establishing unity of purpose and direction to allow people to
achieve their objectives.
-
Involvement
– of people in all levels within the organization.
-
Process
Approach – managing all resources and activities as a process.
-
System
Approach to Management – in order to define and measure attainable
objectives.
-
Continual
Improvement – establish a culture of refined objectives building on
successes.
-
Factual
Approach – basing activities on information and data makes for
measurable results.
-
Mutually
Beneficial Supplier Relationships – develop Win/Win scenarios with
internal and external suppliers.
In
addition, they told us about their 5 S Program, which is essentially an
expanded, process focused Plan, Do, Check, Act, tool; incorporating
Safety, ESD Quality and Environmental elements in an Audit type program.
The 5 S’s are:
-
Sort
- take account of your resources to assure you have everything you
need to do your job.
-
Set
In Order – organize your resources to maximize efficiency and use.
-
Shine
– taking pride in your area and process enables a person to do an
excellent job.
-
Standardize
– ensure your tasks are done in a manner that will guarantee
consistent results.
-
Sustain
– consistently apply the 5S principles on the job to enable
continuous improvement.
In
order to encourage the support of the 5S program the the 3 A’s were
initiated, these are:
-
Awareness
– training the workforce in 5S principles.
-
Accountability
– have all employees demonstrate application of 5S principles.
-
Awards
– promote the 5S program by recognize and rewarding efforts of
employees.
These
tools, combined with regular and complete Audits are a prescription for a
successful ISO program. Their results spoke volumes of their successes
from significant reductions in paperwork and costs to the increases in
employee productivity and safety. Another benefit has been the recognition
by the Federal Government – EPA Environmental Achievement Award, State
of California – Waste Reduction Award Program, and the City of San Diego
– Recycler of the Year.
As
you can tell, these seasoned professionals very proud of their
accomplishments and we salute and thank them for sharing this exciting
Workshop with us, “Well done Diane, Bob and Terry”, we really enjoyed
your presentation. As a bonus, Diane has offered to award Kyocera Wireless
T Shirts to the people who attended this workshop at our Section Meeting

Upcoming
in May be sure to register for the ASQ Customer Supplier Divisions
conference on “Quality Audits for Improved Supplier Performance”
through their website at www.asqcsd.org.
This is scheduled for May 7th and should prove to be an informative and
affordable seminar. The speaker is Mr. Dennis R. Arter who authored
“Quality Audits For Improved Performance” and was a member of the team
that developed the CQA program. For more information check our website.

Also,
on May 22nd, our 3-Hour Workshop will be “Introduction to IPC 600 (PCB),
610 (PCBA) and 620 (Wiring and Harnesses)”. This
may include hands on soldering, component identification and basic
electronics. The
speaker is Frank Stetson
of TCS, Manchester, NH. Mr. Stetson is a certified IPC Instructor in 1995
and has journeyed internationally to train and certify students in the IPC
standards. He is qualified to conduct “Train the Trainer” classes and
the “Worker Proficiency” classes.
In
addition, our ASQ Section is going to sponsor IPC 600, 610 and 620
Certification classes to be offered in August at our Ericsson facility, details
will be following so be sure to check our website!
I
am pleased to announce that I have been asked by our Board to represent
our Section in the upcoming ASQ Congress to be held in Denver Colorado
from May 18th to the 22nd. I will be traveling there
to attend Leadership Training and other workshops (I need it!). I will
give you a report upon my return.
Be
sure to attend our May 14th meeting, which will be a joint meeting with
the local Deming Group. The topic will be “The Power of Statistical
Thinking”. This fulfills one of my goals to have interaction with other
professionals and should prove to be a great meeting, check the website
for more details!
We
hope you will agree that your local ASQ Section brings you good
educational programs and networking opportunities for reasonable costs.
